With the recent announcement of Embers of Neltharion, World of Warcraft is undergoing some major changes, including a new upgrade system for max level content. This system will replace many existing upgrade systems, providing a more streamlined and intuitive gaming experience.
The new upgrade system will introduce a new currency, Flightstones, and Shadowflame Crests, which can be earned through a variety of activities including world quests, raid boss kills, Mythic+ dungeons, and outdoor gameplay. Flightstones have no weekly cap, while Shadowflame Crests have four different varieties and can be obtained by completing content at the appropriate difficulty level.
However, not all gear will be included in this new upgrade system. Crafted gear, PvP gear, and the highest level Mythic Raid-type gear are excluded. There will still be limits on how many times an item can be upgraded and how. If you choose to upgrade an item that is lower than the highest level in that slot, the process will be discounted based on the stats and type.
More detailed information on the new upgrade system can be found in the full devblog. While it is set to be introduced in Season Two and will hit the PTR in stages, the WoW team is uncertain about its long-term success and plans to rely on player feedback to shape its final form.
